Yesterday the Amarillo City Council passed the second and final reading of two new animal control ordinances with the goal of preventing animal cruelty.

The ordinances deal with how owners or handlers treat pets and other animals.  With the new ordinance citizens will now need a license to perform ear cropping and tail bobbing.

There are also new restrictions and rules concerning tethering dogs.

Violations could result in a fine of up to $500.

Another ordinance clarifies an animal control officer's authority.
